Current tenders
One of the responsibilities of NHS South East Essex is to plan, develop and procure (buy) accessible high quality healthcare services. While we provide some services directly, most are delivered through contracts and agreements with other organisations or individuals. These include:
- GPs, Pharmacists, Opticians and Dentists who practice within south east Essex
- NHS Hospitals
- Independent Sector Hospitals
- Nursing Homes
- Other commercial organisations supplying clinical services
- Voluntary Organisations and Third Sector organisations supplying services
- Commercial Organisations supplying goods or works
When seeking to develop a new service we will first decide how this service will most effectively be delivered (i.e. by a single organisation or by a number of different organisations) and then identify the organisation/s that best fit our requirements. In all but exceptional cases, we will identify suitable providers through a tendering process that will provide us with assurance that the service provider has the competency and capacity to deliver the service to the standard required. Depending upon the nature of the service being commissioned, we will primarily follow one of two tendering routes:

Competitive tender: whereby we seek to award a contract to a single provider or multiple providers within a framework agreement who will be responsible for the delivery of the new service. In this case, we will assess each organisation that has an interest in providing the new service, against competitive criteria, with the contract awarded to the organisation(s) which can offer the best service in based on the most economically advantageous tender
- ‘Any-willing-provider’: whereby we seek to identify all interested organisations that have the competence and capacity to deliver the service to the required standard. We then awards a contract to each selected organisation, giving permission for them to provide the service to our population, at a defined price, but with no guarantee of activity. Therefore, each provider is then paid only for those patients that they see. The outcome should be competition between a range of selected providers to offer the most attractive service in terms of quality, accessibility etc.
